         <title>The Ward Committee</title>
         <description><![CDATA[<font style="font-size: 1.25em;">The Ward Committee was held on Tuesday evening the 7th of November at Naburn, the meeting was attended by only 17 residents from the combined wards of Bishopthorpe and Wheldrake. There were as far as I could tell only 5 from Bishopthorpe. And that figure included at least two Parish Councilors. It is somewhat disappointing at the low turnout especially when there is always an opportunity to meet officers of the council and take part in general discussion. An opportunity to raise any issue with myself is always provided for in the agenda.<br /><br />We had a chance to look at the plans for the new Park &amp; Ride opposite London Bridge Filling Station; the scheme looked well with a much increased car park. Access and egress for buses will be by way of the current access point on to a new roadway behind Tesco's into the site. Access for cars will be on a new roundabout just west of the filling station.<br /><br />A Fire Service Officer outlined plans for possible changes to Fire Stations in York, it is envisaged that the current Fire Station in Clifford Street will be demolished and rebuilt to house one fire appliance and the rescue boat whilst a new Fire Station would be built in the arc between Fulford and Osbaldwick.<br /><br />The Police as usual were present and informed the meeting of recent crime figures.<br /><br />A member of the Waste Re-Cycling team was present and a lively discussion took place on re-cycling.<br /><br />A number of people spoke in support of their bids for funding from the Ward Committee budget which next year will be in the order of £26,000 for the two wards, unfortunately there will be some who will be disappointed as the bids total to far more than the budget, in making the decisions we will be guided by responses from residents.<br /><br />The final item on the agenda is always a chance for attendees to have a say, not much was discussed relating to our ward rather discussion took place on the planning appeal for Elvington Airfield.</font><br /><br /><br /><br /> ]]></description>

         <title>General Matters</title>
         <description><![CDATA[<font style="font-size: 1.25em;">Following my representations to the Council I am delighted that linking footpaths in Keble Park South (notably the footpath from Acaster Lane) have been tidied up and made to look as if they part of the area rather than looking neglected and abandoned well done to York Pride Team.<br /><br />Arrangements are to be put in hand to improve the area of land at the junction of Acaster Lane and Main Street with the possibility of a new seat to replace the old one near the top of Chantry Lane.<br /><br />Following a request from a resident I am delighted that my efforts have been successful and we now have two parking bays for disabled drivers on Main Street.<br /><br />I am always on the look out in the Ward for any improvements to services etc so if you have anything you wish to bring to the attention of the Council please don't hesitate to contact me, however a word of caution I do not have a magic wand and there are occasions when I end up banging my head against a stone wall!!</font> ]]></description>

         <title>Terry&apos;s Development</title>
         <description><![CDATA[Much has been written and spoken since the City Planning Committee unanimously refused the planning application to develop the site. The major reason for refusal was the effect on traffic in the areas surrounding the site which of course included Bishopthorpe. <br /><br />That the site will be developed and should be developed is without doubt, and I suspect will be done over 2 or 3 years depending on among other things the country's economy.<br /><br />My concern is well recorded in that with current high level of traffic affecting Bishopthorpe the development on the Terry's site must not add to the traffic problems. Without some form of a village By-Pass, Bishopthorpe will become a major route to and from the site with all that entails. <br /><br />The council has three options, first to do nothing, secondly to widen Church Lane and impose parking restrictions, or thirdly to build a By-Pass south of the A64 through what is Green Belt.<br /><br />My preference for a by-pass south of the A64 is well documented, it is very unfortunate that my preference has been politically attacked; my view has nothing to do with politics rather to do with protecting the village and the wellbeing of residents. To suggest otherwise is quite ridiculous and indicative of the small mindedness of those who would use politics in such a way. Along with many residents I believe that the loss of some green belt is a price worth paying to protect the village and residents.<br /><br />Funding for the new road is a difficulty and some development on the two fields in question may help towards the cost, we cannot expect the Terry's site developers to bear the full cost but I feel sure they will make a contribution, as may other interested parties.<br /><br />A link road to the north of the A64 is not I am advised possible; there is not enough room between the racecourse and the A64, whilst a new junction on to the A64 at Middlethorpe has been rejected by the Highways Agency out of hand.<br /><br />Please send me your views on the issue, or comment on this article (click on comments below).<meta http-equiv="CONTENT-TYPE" content="text/html; charset=utf-8"><title></title><meta name="GENERATOR" content="OpenOffice.org 2.4  (Win32)"><style type="text/css">

         <title>Digging up the Roads</title>

<p class="MsoNormal" style="margin-bottom: 12pt;"><span style="font-size: 14pt; font-family: Arial;">During the next couple of months contractors Laing O' Rourke
will be digging up roads around Bishopthorpe to carry out major works on the
water supply. Both the contractors and Yorkshire Water are anxious to ensure
that these excavations are as trouble free as possible.<br />
<br />
<b>The works are as follows:-</b><o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size: 14pt; font-family: Arial;">New main
water pipes to be installed in <st1:street w:st="on"><st1:address w:st="on">Bridge
  Road</st1:address></st1:street>, <st1:street w:st="on"><st1:address w:st="on">Myrtle
  Avenue</st1:address></st1:street>, and <st1:street w:st="on"><st1:address w:st="on">Coda Avenue</st1:address></st1:street>, this will also mean
new&nbsp; connections to each house as far as Yorkshire Water's stop tap (usually
in the pavement or just inside the boundary of the property). If either of the
roads are suitable then the new main will be installed by drilling under the
road and installing the water main, however if this is not possible due&nbsp; to
other underground services then a trench will have to be excavated in which to
lay the new pipe.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size: 14pt; font-family: Arial;">The main
water pipes in Sim Balk Lane, Church Lane, Bishopthorpe Road, Chantry Lane,
Main Street, Croft Court, School Lane, Appleton Road, Copmanthorpe Lane, The
Coppice, Ferry Lane, Acaster Lane, Montague Road and all cul de sacs, Ramsey
Avenue and all cul de sacs, Lamplugh Cresc. <st1:street w:st="on"><st1:address w:st="on">Garbett Way</st1:address></st1:street>, <st1:placename w:st="on">Keble</st1:placename>
<st1:placetype w:st="on">Park</st1:placetype> North, <st1:street w:st="on"><st1:address w:st="on">Keble Drive</st1:address></st1:street>, <st1:place w:st="on"><st1:placename w:st="on">Keble</st1:placename> <st1:placetype w:st="on">Park</st1:placetype></st1:place>
Cresc. Keble Park South and all cul de sacs, will be cleaned and re-lined. This
work entails excavations being dug at intervals along the highway and equipment
inserted into the water main which cleans and then re-lines the water pipe.<o:p></o:p></span></p>

phone call that a hole had appeared in <st1:address w:st="on"><st1:street w:st="on"><st1:address u1:st="on"><st1:street u1:st="on">Mill Lane</st1:street></st1:address>,
 <st1:city w:st="on"><st1:city u1:st="on">Acaster Malbis</st1:city></st1:city>,
 <st1:state w:st="on"><st1:state u1:st="on">OK</st1:state></st1:state></st1:street></st1:address>
said I, "I will pop down&nbsp; later in the afternoon to investigate, prior to
contacting the Council's Highways Department in the morning" (i.e. Monday
morning). This was shortly followed by a further phone call to say that the
front wheel of a new car had sunk through the footpath and was well and truly
stuck!!<o:p></o:p></span></font></p>

<p class="MsoNormal" style=""><span style="font-family: Arial;"><font style="font-size: 1.25em;">I abandoned the lawn mower and hurried down to the
scene. The problem had been caused by faulty re-instatement following a
new&nbsp;sewer connection&nbsp; in <st1:street w:st="on"><st1:address w:st="on"><st1:street u1:st="on"><st1:address u1:st="on">Mill
  Lane</st1:address></st1:street></st1:address></st1:street> and the pavement
collapsed under the weight of the car. There was also further road collapse
above the point where the new sewer joint connected to the main sewer. Quite understandably
feelings were running very high not only by the car owner but other residents
in the vicinity who had had to put up with a whole range of issues during the construction of a
new house being built in Tyn Garth,&nbsp; it was the new sewer to this property
that was the cause of the problem. The car was recovered with advice from the
AA and it would appear that the car did not suffer any ill effects. York
Council's emergency highways team attended quite quickly, coned off the hole in the road and
covered the hole in the pavement. Whilst the issue was and still is a very
serious matter it did add a bit of excitement to many people in Acaster Malbis
on what no doubt was a quiet Sunday Morning and will probably be a talking
point in the village for some time. Repairs have now been put in hand so let us
hope there will not be a repeat performance!!</font><o:p></o:p></span></p>

         <description><![CDATA[<font style="font-size: 1.25em;">T</font><font style="font-size: 1.25em;">he Planning meeting today rejected the planning application made by Grantside to start developing the Terry's Site. The meeting started at 4.30pm and ended at 8.35 pm with only the one issue on the agenda. I was able to speak in favour of the rejection, the main thrust of my argument being purely on highways grounds with specific reference to the&nbsp; effect on Bishopthorpe from increasing traffic levels.<br /><br />&nbsp;I shall be ramping up the argument for a link road between Bishopthorpe Road and Sim Balk Lane by way of moving a motion at the next Council Meeting. If passed it will instruct officers to work up a scheme for the construction of such a link.&nbsp; This issue has been my major project so to speak since I was elected
and now from being a lone voice I am&nbsp; delighted that support is growing amongst&nbsp; other members of the Council and members of the public from the areas that would be affected by increasing traffic levels , so who knows it may come to fruition, however a word of caution; there is still a long way to go . </font><br /> ]]></description>

         <title>Standing Water</title>
         <description><![CDATA[

<p class="MsoNormal" style=""><span style="font-size: 14pt; font-family: Arial;"><br /><o:p></o:p></span></p>

<p class="MsoNormal" style=""><span style="font-size: 14pt; font-family: Arial;"><font style="font-size: 1em;">Following heavy rainfall (and we
have had more than our fair share of that of late) a large pool of standing
water builds up at the junction of Acaster Lane and Main Street, why this
happens is to be the purpose of investigation to be undertaken sometime this
year. Apparently there are a number of locations where this problem arises in
the City and an amount of money has been put aside for such investigations.</font><o:p></o:p></span></p>

         <title>Overhanging Vegetation.</title>

<p class="MsoNormal" style=""><span style="font-size: 14pt; font-family: Arial;"><br /><o:p></o:p></span></p>

<p class="MsoNormal" style=""><span style="font-size: 14pt; font-family: Arial;">I have recently received a number of
complaints about the overhanging of vegetation on to pavements and footpaths,
having walked the footpaths the complaints are well founded. Such overhanging
vegetation usually emanates from someone's garden, be it a hedge or dense
vegetation it is garden owner's responsibility to cut it back. Please if your
hedge or other vegetation is overhanging a footpath or a pavement please cut it
back. In the meantime I am pressing to get our local street scene officer to
have a walk around these problem areas with the hope that some general tidying
up may be undertaken.<o:p></o:p></span></p>

         <title>The Development of Terry&apos;s</title>
         <description><![CDATA[<p></p>

<p class="MsoNormal"><font style="font-size: 1.95312em;"><br /></font> </p>

<p class="MsoNormal"><font style="font-size: 1.5625em;">Next Thursday the first stage of the planning application
for the development of the Terry's Site will be put in front of the Planning
Committee. As a member of that committee I shall express my concerns on the
traffic impact that such development will no doubt have on Bishopthorpe; it is my
opinion that Bishopthorpe can only be protected from serious traffic
congestion&nbsp; by the construction of a link road between <st1:Street w:st="on"><st1:address w:st="on">Sim Balk Lane</st1:address></st1:Street> and <st1:Street w:st="on"><st1:address w:st="on">Bishopthorpe Road</st1:address></st1:Street>. This of course would
mean the possible development of two fields currently in the Green Belt; this
is the only way&nbsp; such a relief road could be funded. </font></p>

<p class="MsoNormal"><font style="font-size: 1.5625em;">Whatever the outcome of the Planning Committee I shall
continue to press for such a relief road.</font></p>

         <title>Where Does the Time go?</title>
         <description><![CDATA[<font style="font-size: 1.25em;">I</font><font style="font-size: 1.25em;">t hardly seems like 5 weeks since I posted my last Blog but 5 weeks it is. The month has been busy with planning, employment appeals and a number of other meetings. The month has brought some success, at long last a litter bin has been placed by the Pinfold after many months of waiting not only by me but those who were involved in the project from the outset notably Martin Dudley &amp; Liam Godfrey, The bin has been paid for from the Ward Budget so let us all hope it will be well used and that the Pinfold Area will be free from litter.<br /><br />Works on the St Andrews site in Chantry lane has been on going through out the past month and I must say that the riverside will be greatly improved, again I am pleased that the Ward Committee were able to make a grant of £2000 towards the cost of erecting the fence at the river side of the cemetery<br /><br />The middle of May saw me down to London for a day conference on how local authorities may run Sub Post Offices. Not very productive really for despite many fine words it is unlikely that Post Office Counters Ltd will allow no more than a handful of Sub Post Offices to be re-opened by a local authority especially if custom was to be lost at any existing sub offices.<br /><br />Now that car parking in Sim Balk Lane has been banned I am watching carefully as to where these vehicles might be parked, it will be unacceptable were they to park in Bishopthorpe, an alternative must be found to take any overflow from the college.<br /><br />I have received a number of complaints about the quality of the grass cutting in the village, especially by the bungalows in Maple Avenue. I have spoken to the appropriate officer and I live in hope that my influence might go some way to making improvements where possible, I live in hope!!<br /><br />Finally I was delighted that again through the Ward Committee funding I was able to help the under 15s cricket teams with the purchase of not only equipment but a bowling machine, some £1500 was granted to them, who knows we might get an England player as a result of the machine.<br /><br />For information a Cactus &amp; Succulent show will be held in the Village Hall on Sunday 15th June, doors open at 11 o'clock come along and see these truly amazing plants, there will be exhibitors from far and wide.          <title>What a Week</title>
         <description><![CDATA[  <h2>The past week has been quite busy, the week started with the Ward Committee held on Thursday 24th in the village hall. That was an experience and I must apologise for the unpleasantness created by those who should know better. </h2><h2>One of the issues that caused some debate related to the fencing off of the footpath through the area around the ruins of St Andrew&#39;s Church in Chantry Lane. The fence was erected to protect the site from further vandalism which had caused damage to the tune of &pound;5000; the fence was a small price to pay for the protection of our village heritage. The fence has now been removed in parts and access by way of the footpath has been restored. Hopefully funding can be found to erect a permanent fence around the site which whilst protecting the site will also allow the normal access on the footpath. The trustees are to be commended for their efforts and deserve the support of all the residents of the village. If you see any unacceptable behavior or vandalism please contact the Police we must not let a mindless group of people destroy our heritage.</h2>    ]]></description>

         <title>Sim Balk Lane</title>
         <description><![CDATA[<h2>  </h2><h2>Following my representations to the Highways Department it is being proposed that Sim Balk Lane from the traffic lights to the village boundary will be a &quot;Freeway&quot; on the left hand side. This means that there will be no parking on the road or the grass verge. My concern is as to where the vehicles currently parking in the lane will then park, to help overcome this problem I am making a suggestion that the piece of land opposite the changing rooms might be considered for an overflow car park serving both the college and the people attending the sports fields and changing rooms. I assume that this site was the original line of Sim Balk Lane before the A64 by-pass was built. This will take some time to be considered by the Council but I hope that (I always live in hope) in the fullness of time this may be the solution to the car parking problems.
